Division 1

For six generations, Gordon Kimball’s family has farmed in California. He grew up in Saticoy and Santa Paula, learning early that water is the lifeblood of our farms, our communities and our future. But Gordon’s path wasn’t always through the orchard.
After earning bachelors and masters degrees in mechanical engineering from Stanford University, Gordon spent years designing Indianapolis and Formula 1 race cars for some of the biggest names in racing, including Dan Gurney, McLaren, Ferrari and Benetton. in 1993, he brought that engineering mindset home to Ventura County and the family farming tradition. Today, he manages Kimball Ranches - El Hogar, an avocado operation in the Santa Paula-Fillmore area.
This unique combination of farmer and engineer shapes Gordon’s approach to water: understand the problem, study the data and find practical solutions that work.
Gordon has put that experience to work on local water issues. He was a founding member of the Fillmore Basin Pumpers Association, seeing early on that farmers needed a seat at the Groundwater Sustainability Table as plans were to be developed. He was appointed to the United Water Conservation District Board in June 2022, elected in that November and is currently serving as Secretary/Treasurer and chair of the Water Resources Committee. He is also serving as United's representative on the Fillmore and Piru Basins Groundwater Sustainability Agency, working directly on the groundwater issues affecting our valley.
As a grower, Gordon also understands what water conservation looks like on the ground. His family farm continues to pursue irrigation efficiency practices in order to be the best stewards possible of our precious water resources. He is a resident of Fillmore and active in the communities in the Santa Clara River Valley. Gordon is married with two children and three grandchildren. The saying can often be heard from the littlest conservationists, "Don't waste Grandpa's water!"
From designing race cars to managing avocado groves to addressing some of our region’s most complicated water challenges, Gordon has spent his career solving problems. He is committed to asking the hard questions, looking out for all constituents and working hard for our water future.

Engineering Solutions for Our Water Future
Safety
Safe, reliable water infrastructure is essential to our region. Thoughtful planning, maintenance and investment help protect critical facilities and ensure our water system can continue serving our communities for generations.
Accountability
United Water is accountable to the people and communities it serves. That means fiscal responsibility, open communication and careful stewardship of public resources—making sound decisions today while planning responsibly for tomorrow.
Conservation
Our local water supply is too valuable to waste. Capturing stormwater, replenishing groundwater, reducing overdraft and investing in efficient water systems help protect our local supply through both wet years and drought.
Equity
Water decisions affect everyone. Responsible water management means working toward a reliable and sustainable supply for families, farms and businesses while protecting the rivers, groundwater resources and natural environment that are essential to the long-term health of our region.
